Biography

Dr. Dvoriak, MD, PhD, Doctor of Medical Sciences, is the narcologist of the highest category, the author of 3 monographs on drug and alcohol abuse and of more than 60 scientific articles. He is the author of the National standards and protocol for treatment of HIV-positive people who inject drugs, which was approved by the Ministry of Health of Ukraine, as well as of the Guidelines for the treatment of opioid dependence with opioid agonists. He has over 40 years of experience with addiction medicine and psychiatry and has worked in the field of HIV/AIDS research since 2000.

Dr. Dvoriak created the first Minnesota Model treatment program for Alcohol and Drug Dependence on the (12-step program) in Ukraine. After completing of his education at Johns Hopkins University as the H. H. Humphrey fellow on Addiction Medicine and HIV-prevention, he started working for UNDP. There he implemented a pilot project “Applied Human Rights”, within which in 2004 the medication-assisted treatment (MAT) with buprenorphine was introduced in Ukraine for the first time in 2 addiction clinics.

Together with the colleagues, Dr. Dvoriak established the Ukrainian Institute on Public Health Policy (UIPHP) in 2003 and the European Institute of Public Health Policy (EIPHP) in 2016.

He has also worked internationally on a number of projects in collaboration with WHO, UNODC, UNAIDS, Clinton Foundation, USAID, CDC and local NGOs in Ukraine – including International HIV/AIDS Alliance in Ukraine and the All-Ukrainian Network of people living with HIV. During the last years, he has also been working as a consultant for UNODC in Central Asia and prepared a 5-year plan for development of opioid maintenance treatment in Azerbaijan, Kazakhstan, Turkmenistan and Tajikistan.

Since 2011, Dr. Dvoriak has been a Governing Council member of International AIDS Society (IAS) being responsible for the European region. During 2011-2012, as a fellow at NIDA CTN INVEST Program and spent a year with his mentor professor George Woody at University of Pennsylvania, studying the drug treatment and HIV prevention among people who inject drugs (PWIDs). In the past 10 years, Dr. Dvoriak has worked with Dr. Altice and the Yale University research team, as well as with his colleagues at International HIV/AIDS Alliance in Ukraine to provide MAT in Ukraine and to develop new models of integrated care for PWIDs. Dr. Dvoriak received multiple awards of international organizations, such as UN, EUROPAD, ААTOD, for establishment and implementation of innovation methods of addiction treatment and prevention.
