Jovonni R. Spinner, MPH, CHES

Senior Public Health Advisor, FDA Office of Minority Health and Health Equity
Ms. Jovonni Spinner serves as a Senior Public Health Advisor and Outreach and Communication Co-Lead in the Office of Minority Health and Health Equity at the U.S. Food and Drug Administration (FDA). She provides oversight and direction for the Outreach and Communication Program, serves as a national spokesperson on minority health issues and health disparities, and provides expert guidance on implementation of laws regulating FDA’s communication to minority and underrepresented populations. In her role, she advances the mission of the Office by overseeing efforts related to clinical trial diversity, providing meaningful stakeholder engagement, and conducting outreach through multiple platforms such as multi-media campaigns, social media, and scientific lectures.

Prior to FDA to joining FDA in 2015, Ms. Spinner served as Public Health Analyst at the National Institutes of Health National Heart, Lung and Blood Institute where she managed multi-million dollar contracts and national initiatives including the Community Health Worker Health Disparities Initiative, which aims to reduce cardiovascular and asthma health disparities through community education and training. During her public health career, she has also previously served as a Health Policy Analyst at the National Vaccine Program Office where she provided health policy guidance to senior leaders on vaccine supply and finance policy issues, and Director of Virginia’s Vaccines for Children Program which provided vaccines for Medicaid eligible populations for the entire state of Virginia.

Ms. Spinner received her Bachelor of Science in Biology from Virginia Commonwealth University, Master’s of Public Health from Emory University-Rollins School of Public Health and is currently working on her Doctorate of Public Health from Morgan State University. Ms. Spinner has dedicated her public health career to striving to achieve health equity through research, communication, multi-sector partnerships, and leadership.
