Biography

BIOGRAPHY

Wayne F. Dailey is a licensed clinical psychologist with over forty years experience in public sector behavioral health clinical care, policy development, and management. He served four years as Deputy Commissioner of the Connecticut Department of Mental Health. Following the 9-11 terrorist attacks he helped organize and lead the Connecticut Disaster Behavioral Health Response Network (DBHRN), which served as a model for many other states. Additionally, he has provided consultation and training for several state governments on how best to meet the mental health needs of people affected by disasters. 

Since 2002 he has been an active disaster services responder and currently functions as Disaster Mental Health Chief with the American Red Cross. 

Dr. Dailey has served in leadership roles in response to several mass casualty events and other major disasters, including: 

  • Sandy Hook Elementary School shootings - 2012
  • Boston Marathon bombing - 2013
  • Yarnell, Arizona wildfire - 2013
  • Mississippi tornadoes - 2014 and 2017
  • South Carolina Floods - 2015
  • Typhoon Soudelor in Saipan, Commonwealth of Northern Mariana Islands (western Pacific) - 2015
  • Louisiana Floods - 2016
  • Hurricane Matthew - 2016
  • Fort McMurphy wildfire, in Alberta Province, Canada - 2016
  • Hurricanes Harvey and Irma 2017

Dr. Dailey is also Senior Consultant for the Annapolis Coalition on the Behavioral Health Workforce.
