Biography

Afrin Howlader, MPH is a Contract Manager here at the Quality Measurement team at CORE. Afrin started her career in healthcare over ten years ago as a counselor who focused on alcohol and substance use preventative counseling, behavioral interventions, mental health treatment planning and crisis management services. Upon deciding to learn more about the vast impact of healthcare on not only her clients, but the community as a whole, she pursued and earned her Masters’ in Public Health from Hofstra University. Afrin worked in the community health domain serving as a liaison who aimed to break down silos that existed within Long Island, New York that prevented quality of and access to proper healthcare. Prior to joining CORE, Afrin was a Project Manager at an External Quality Review Organization in New York. There, she collaborated with many States and Managed Care Organizations across the nation to ensure compliance of federal standards on program integrity, utilization management, provider training, and care management. Afrin has also been involved in various components of the Delivery System Reform Incentive Payment Program in New York and more recently had taken part in leading the technical oversight for the DSRIP Medical Record Abstraction validation processes. Afrin takes a keen interest in health equity, preventive healthcare initiatives, and developing better quality of care for positive patient health outcomes.
