Connecticut Opioid Settlement Funds Allocations Tracker

This page summarizes opioid settlement fund allocations made by the Connecticut Opioid Settlement Advisory Committee (OSAC) and tracks alignment of the OSAC’s funding allocations with priorities recommended in the 2024 Connecticut Opioid REsponse (CORE) initiative report. This page is continuously updated per information made available on the OSAC website, which is maintained by the state Department of Mental Health and Addiction Services (DMHAS). 2025

Recovery Centers Continuation

Description: Funding to keep three Recovery Community Centers operated by the Connecticut Community for Addiction Recovery (CCAR) open and able to provide evening and weekend hours as well as specialized programming for young people and families. Beginning 7/1/27, there will be a three-year competitive bidding process for further the continuation of the recovery centers. All agencies, both CCAR and those selected during the RFP process, will be required to provide data regarding service utilization, number of individuals served who use(d) opioids or other substances increase overdose risk, and number of treatment referrals.

Opioid Treatment Program (OTP) Access Expansion

Description: Funding to increase access to admission and same-day provision of Medications for Opioid Use Disorder (MOUD) at all eight existing non-profit agencies that have Outpatient Opioid Treatment Programs (OTP) in Connecticut. Agencies will be expected to use funding to increase operating hours, particularly at locations with limited admission hours, and thus increase admissions by at least 10-15% of existing location census, including ensuring adequate medical staff availability for provision of access to same-day MOUD. Agencies are expected to provide and implement a plan to build infrastructure over the course of the funding period to sustain expanded hours and access via service billing. Agencies will also be contractually obligated to provide a staffing plan to address staffing shortages and outcome data including but not limited to admissions increases, inductions increases, and number of new staff hired. Continued funding will be contingent on fulfillment of data reporting expectations

Connecticut Drug Data Collaborative (CT-DDC)

Description: Funding to establish the Connecticut Drug Data Collaborative (CT-DDC) to provide comprehensive, near real-time insight into Connecticut’s evolving drug supply to inform decisions in response to the overdose epidemic. This software-based, centralized data platform will integrate data from 5 community drug testing sites (Connecticut Harm Reduction Alliance (Hartford), New Haven Syringe Services Program, Liberations Program (Bridgeport), Alliance for Living (New London), and McCall Behavioral Health (Torrington)) alongside confirmatory testing results from the Connecticut Department of Public Health's Laboratory and information from other sources, such as the Department of Emergency
Services and Public Protection and the Office of Chief Medical Examiner. This initiative is overseen by the Connecticut Overdose Response Strategy (CT-ORS) in partnership with the Connecticut Prevention Network (CPN). Funding will support the Database Build, Hosting and Maintenance; a Data Analyst position; and operational costs of the 5 community drug checking sites.

Connecticut Community for Addiction Recovery (CCAR) Emergency Department Recovery Coach (EDRC) Continuation

Description: Funding to provide continued support for Recovery Coaching in the
Emergency Departments at 9 acute care hospitals (Bradley Memorial, Bridgeport Hospital, Greenwich Hospital, John Dempsey Hospital, Milford Hospital, Sharon Hospital, Waterbury Hospital and the two Yale New Haven Campuses).

SafeSpot Overdose Prevention Hotline Expansion to Connecticut

Description: Funding the expansion of the SafeSpot Overdose Hotline to Connecticut. SafeSpot is a 24 hour-7-day a week hotline service that support callers in the prevention of opioid-related fatalities and improves health outcomes by generating a safety plan with people who use drugs alone and offering real-time phone-monitored supervision of drug use. An emergency response is activated if the individual becomesunresponsive.

Supportive Housing as Recovery

Description: Funding for CT Department of Housing (DOH) Rental Assistance Program (RAP) Housing subsidies, client supports and trauma-informed case management services targeting heads of household (1) with Opioid Use Disorders or at risk for overdose and (2) individuals experiencing homelessness or who were unhoused prior to entry to substance use disorder treatment, inclusive of Sober and Recovery Homes, who do not have a safe and/or viable housing discharge plan.

Connecticut Harm Reduction Centers Continuation

Description: Continuation funding for the operation of three existing Harm Reduction Centers located in New Haven, New London, and Waterbury beyond the current funding end date to include an additional three years of operation at each site. Additionally, three-year funding for a new site in Bridgeport and a funding match for a Harm Reduction Center in Hartford funded under a different mechanism for programmatic expansion.

Overdose Education and Prevention in Connecticut Colleges and Universities

Description: Funding for technical assistance from SAVE Project, a national leader in the field of collegiate recovery, to support opioid overdose education and prevention at Connecticut institutions of higher education. National level technical assistance under the umbrella of the existing Connecticut Healthy Campus Initiative, would provide an opportunity for campuses to increase their capacity to effectively disseminate opioid overdose education while simultaneously developing and/or enhancing recovery friendly communities at their institutions.

Contingency Management

Description: Funding for 7 CT providers (5 adult programs, 2 youth programs) to implement contingency management to complete their existing continuum of substance use disorder treatments.

  • Note: While Priority #1 focuses on increasing access to evidence-based medications for opioid use disorder (MOUD), strategies and tactics listed under this priority (see Strategy #1 – Tactic #1 and Strategy #3 – Tactic #5) specifically mention contingency management (CM) as behavioral intervention that has been demonstrated effective as an adjunct to MOUD as in treatment of stimulant, alcohol, and tobacco use disorders.

Treatment BRIDGE Model for Connecticut Emergency Departments

Description: Funding to increase low-barrier emergency department-initiated medications for opioid use disorder (MOUD) via the CA BRIDGE model, including training and technical assistance for front-line staff, development and implementation of opioid use disorder screening and MOUD initiation protocols, financial support for staffing, and development and dissemination of best practices.

Description: Funding to expand an existing anti-stigma, harm reduction, prevention. And treatment campaign in Connecticut. Odonnell Company is currently contracted with the Connecticut Department of Mental Health and Addiction Services (DMHAS) for the LiveLOUD campaign, which targets individuals with opioid use disorder, their communities, and others at risk of opioid overdose.

Prevention and Harm Reduction Through Public Access

Description: Funding to pilot harm reduction vending machines in 20 municipalities across Connecticut, increase primary prevention through education and reduction in opioid diversion, and distribute opioid deactivation pouches. Educational partners include regional behavioral health action organizations, CT Clearinghouse, Connecticut Healthy Campus Initiative, and Change the Script community resource vans.

Description: Funding extension on 2023 proposal to expand existing syringe service programs in Connecticut, which distribute harm reduction supplies to people who use drugs and have reported a shortage on supplies for harm reduction kits.

Naloxone Saturation

Description: Connecticut Department of Mental Health and Addiction Services (DMHAS) expansion of naloxone (aka Narcan) distribution to hospital emergency departments, treatment and recovery support providers, municipal first responders, and harm reduction organizations, to ensure statewide saturation in line with demand. Naloxone is an opioid antagonist medication used to reverse opioid overdoses.

Expanded Medications for Opioid Use Disorder in Connecticut Department of Corrections (CT DOC) Facilities

Description: CT DOC expansion of opioid use disorder (OUD) treatment for incarcerated individuals at Brooklyn, Chesire, Garner, MacDougall Cl, and Manson Youth facilities. The goal is to provide individuals screened for OUD with access to one of the three FDA-approved medications (buprenorphine, methadone, naltrexone) at time of entry and exit from CT DOC. Continuity of care and services into and out of the correctional system assists aim to lessen illegal use of substances within CT DOC facilities and decrease risk of overdose upon release.

Judicial Branch Treatment Pathways Program (TTP)

Description: TPP is a court-based pretrial diversionary initiative that provides clinical evaluation and referral services. TPP services include substance use disorder treatment, mental health treatment and support services, medications for addiction treatment (MAT), housing assistance, enrollment with entitlements, access to medical care, employment services, social supports, basic need items, and peer support by a recovery coach. The target population is justice involved individuals with substance use disorders (mainly opioids and alcohol) charged with nonviolent offenses, who are less likely to be released from custody at time of arraignment.

Description: Funding to establish Connecticut’s first mobile OTP program. Mobile OTPs allow for easier access to medications for opioid use disorder and can be placed in convenient locations across the state. This proposal will fund two mobile units targeting underserved areas (Northeast, Northwest, Southeast, and/or Central CT). These mobile OTPs will serve individuals in remote locations of the state as well as residential settings such as long term and skilled nursing facilities.
