Physician Biography

As a non-clinician sociologist I am not licensed to provide direct clinical care, but I have had a significant impact on clinical care provision and planning at the CMHC and at additional Community Service Network (CSN) agencies. From 1993-2000 I was Project Director of CMHC’s mental health outreach team to people who are homeless. The team integrated street-based clinical care with vocational, housing, and medical care from local social service agency partners. I was Principal Investigator of the 2000-2002 DMHAS-funded statewide Peer Engagement Specialist Study for engaging persons at risk of violence against self or others into treatment (with the CMHC Assertive Community Treatment Team as one of four study sites). In this capacity I also coordinated training for Peer Specialists prior to their deployment. Building on my citizenship research and practice, I am a leader in the new field of research and training on “forensic peer support” for persons with mental illness and criminal charges. In addition, I am working with a CMHC-affiliated social service and behavioral health treatment agency (Connection, Inc.) on using my NIMH-funded measure of citizenship to assess the citizenship status of criminal offenders with behavioral health disorders. A citizenship project for this group will likely follow at the agency. From 2001 to present I have been Principal Investigator of the CMHC Citizens Project, a community-based social support program for persons with mental illnesses and criminal charges. My randomized controlled study comparing the project to current treatment found positive clinical and community outcomes for the project, which won the 2012 Yale Department of Psychiatry Clinical Innovations in Psychiatry award. The Citizens Project has now been integrated within my larger, DMHAS-funded CMHC Citizens Collaborative (CCC).
